At the China Petroleum and Chemical Equipment Industry Development Forum held at the end of May, experts attending the forum spoke highly of the great progress made by China's petroleum and petrochemical equipment manufacturing industry during the 11th Five-Year Plan period, and proposed that China's equipment manufacturing industry should strive to realize the transformation from large to strong on the basis of consolidating the existing achievements during the 12th Five-Year Plan period.

     At present, China's petroleum and petrochemical equipment manufacturing has formed a relatively complete categories, large scale, with a certain level of technology industry system, a large number of scientific and technological achievements with independent intellectual property rights have been applied to China's petroleum and chemical industry, and has exceeded the United States for two consecutive years to become a major equipment manufacturing country. All these achievements have laid the foundation for China to realize its dream of becoming a manufacturing power. The key is whether China's petroleum and petrochemical equipment manufacturing can achieve new technological breakthroughs in high-end market, independent innovation, localization and other aspects.

     Seize high-end equipment market

     At present, the world economy is in a critical period of recovery, China's petroleum and petrochemical industry will face more fierce competition in the international market, and there is an urgent need for the petroleum and chemical equipment industry to further improve the technical level and manufacturing capacity, to provide strong support for enhancing the core competitiveness of the petroleum and chemical industry.

     In the next five years, China's petroleum and petrochemical equipment industry will focus on the development of high-end products and lead the development with differentiated and high value-added products and technologies. At present, China has included Marine engineering equipment, new energy conservation and environmental protection equipment into the list of strategic emerging industries, which will become a new economic growth point of the equipment manufacturing industry. On the basis of continuously improving the technological manufacturing capacity of land mining equipment, pipeline transportation and natural gas liquefaction storage and transportation equipment, we will vigorously develop the manufacturing and production of offshore oil and gas equipment.

     At the China Petroleum and Chemical Equipment Industry Development Forum, Li Yongwu, president of China Petroleum and Chemical Industry Federation, said that vigorously developing Marine engineering equipment is an important support for the implementation of the Marine development strategy and the cultivation and expansion of the Marine economy. The Marine Engineering Equipment Department is located in the upstream of the petroleum and chemical equipment industry chain, with high technical content, high added value, strong relevance and initiative. During the 12th Five-Year Plan period, China's investment in offshore oil and gas field development projects is expected to range from 250 billion yuan to 300 billion yuan.

     Yong-wu li suggested that the petroleum and chemical industry equipment surrounding the exploration, production, processing, storage and transportation, service and development of large-scale high-end and intelligent offshore operation and auxiliary service equipment, special resources development equipment, large offshore structures, under the sea system and key equipment system, promote the Marine renewable energy equipment, seabed mineral resources equipment, Marine monitoring equipment research and development and innovation, promote the optimization and upgrading of industrial structure.

     Push forward the localization of equipment

     Compared with the petroleum and petrochemical equipment industry in developed countries, China's equipment manufacturing industry has low productivity level, and there are still some problems, such as fewer large backbone enterprises, weak independent innovation ability, disconnection between process and equipment development, unreasonable industrial structure, low industrial concentration, and technological innovation system to be improved. These problems have increased a lot of difficulty for the implementation of localization.

     At present, only one-third of the technical equipment in the petroleum and chemical industries reaches the international advanced level, and less than 60 percent of the domestic equipment meets the domestic market requirements. In the field of major technical equipment, the ratio is even lower, especially the high-tech equipment and micro-processing equipment are almost all dependent on imports, and the related supporting products with high technical content in the equipment are also largely dependent on foreign supply.

     China's oil drilling and production equipment has occupied a place in the world oil equipment market, but compared with the international advanced manufacturing technology, China's oil refining and chemical equipment still has a big gap, many of the key equipment in large-scale petrochemical plants still rely on imports. High-end equipment and manufacturing technology in the industry are mostly dependent on imports, which has become one of the main bottlenecks in the transformation and upgrading of the equipment manufacturing industry. Only when large complete sets of equipment are made domestically and independently, can we get rid of the dependence on foreign technology and large equipment fundamentally and promote the healthy development of petroleum and petrochemical industry.

     Released in October 2010, the equipment manufacturing industry adjustment and revitalization of planning ", the petrochemical equipment manufacturing industry should be based on key construction projects, in thousands ton oil refining, large megaton ethylene and other complete sets of equipment, with large centrifugal compressor unit, large displacement compressor key pump valve and so on as the key point, promote the major petrochemical equipment localization and democracy.

     According to the Chinese chemical machinery power technology association, vice President of ChangSunTeng good introduction, "twelfth five-year" period will be newly built 7 million tons to 8 million tons of ethylene plant, the equipment manufacturing industry in meet the demand of ethylene industry to develop at the same time, improve the quality of one million tons of ethylene plant equipment and operating stability, localization rate will rise from the current 80% to 90%.

     "Green manufacturing" will become a new bright spot

     In an effort to speed up energy conservation and emissions reduction, China has announced that it will cut carbon dioxide emissions per unit of GDP by 40 to 45 percent by 2020 compared with 2005. The petroleum and petrochemical industries are big energy users, especially for high-energy products such as synthetic ammonia and calcium carbide. Energy costs account for more than 70% of product costs. Discharge of waste water, waste gas and other pollutants from the petrochemical industry.

     Energy conservation and emission reduction is an important part of the 12th Five-Year Plan. The petroleum and petrochemical industries have great potential in energy conservation and emission reduction, and technological upgrading of energy conservation and emission reduction will be further strengthened. Relying on independent innovation, we will break through the constraints of energy, resources and environment on the development of the industry, focus on the research and development and application of major environmental protection technologies and equipment, promote cleaner production and develop circular economy through scientific and technological innovation, and accelerate the transformation to a resource-saving, environment-friendly and inherently safe mode of development.

     In environmental protection, we will focus on comprehensive treatment of waste water, waste water, and waste water.
